The UN Security Council: Victim of Great Power Tensions?

The UN Security Council, the only international body authorized to mandate the use of force across borders, currently seems unable to make much difference in crises such as those of Syria and Ukraine. Does this mean that it has become useless, and with it, that the UN has become less central to international relations? David M. Malone, the author of three books on the UN Security Council, will discuss its track record and its current situation.
